Video Conferencing Policy

The North Dakota Federal Court has Video Conferencing facilities in the Quentin N. Burdick United States Courthouse in Fargo, and the William L. Guy Federal Building and United States Courthouse in Bismarck. The following is a policy regulating the use of this technology by the Bar and other potential users.

  1. The video conferencing technology is available for use by attorneys admitted to the federal bar who have cases pending in this jurisdiction.
  2. The user will incur any long distance charges or other fees for line connections, and other carrier fees which may be assessed by a video service provider.
  3. The video conference system is also available to attorneys who have a federal case pending in a jurisdiction other than the District of North Dakota. The video equipment may be used for matters relating to the case.
  4. As a courtesy, the State Bar Association of North Dakota may use this equipment for video conferences.
  5. The court will not charge a fee for the use of the room or the equipment, until such time a fee is established by the Judicial Conference of the United States.
  6. Scheduling of the room shall be made through the clerk's office, at least 2 weeks in advance of the anticipated date. Notify the clerk's office immediately in the event of a cancellation or date change.
  7. If there is a scheduling conflict, the needs of the federal court will be the priority. This may include last-minute scheduling needs.
  8. The court video equipment may be used only during regular office hours. Other than assisting in initiating the video connection, court staff will not be present during the use of this equipment. Court staff will be available to assist should technical difficulties arise during the conference.
  9. Any damage to the equipment through misuse or other means shall be the responsibility of the users, not the court.
  10. Users of the equipment shall notify the clerk's office at the completion of their proceeding, and the room cleared of all material brought into it.
  11. As in the past, the US Bankruptcy Court, US Court of Appeals for the Eighth Circuit, US Marshal's Service and the US Probation/Pretrial Services offices will have access to the equipment for administrative meetings, hearings, and other proceedings as determined by the respective office.
